Description: Once trained, Energy Charge allows you to draw psychic energy from a target you're in combat with and store it in a special reserve. Targets of this power will get a saving throw, modified by your compared intelligence, to avoid this drain. As you drain your PE through normal use it will refill from this reserve. The rate of return and maximum reserve are both based upon your skill level.
